Document necessity to apply unlimited cryptographic strength policy for wire encryption [JDBC545] #578

Relate to JDBC543

Given the implementation of the Firebird wire encryption uses RC4 with a 160 bit key, Java requires the unlimited cryptographic strength policy. This needs to be documented in the release notes, FAQ and maybe the wiki.
