To provide limited support for Firebird 4 time zone types and decfloat, backport the timeZoneBind, sessionTimeZone and decfloatBind properties to Jaybird 3.
Session time zone support on Jaybird 3 will be limited to setting the session time zone on the server. Contrary to Jaybird 4, it will not influence clientside interpretation of times, nor will it default to the JVM default time zone.
As an additional provision for decfloat, make sure the other decfloat DPB items are defined in ISCConstants.
