Is related to JDBC595

As part of JDBC595, switching support to the INT128 format of extended numeric precision support, we left the DEC_FIXED in place as a temporary compatibility measure with Jaybird 4.0.0-beta-1. This needs to be removed and cleaned up after Jaybird 4.0.0-beta-2.
