Catalog functions start connection-wide transaction instead of local one [ODBC168] #160

When catalog functions such as SQLColumns() are called, they use connection-wide transaction for reading system tables. In auto-commit mode turned off it leaves global transaction active for unpredictable time. If it survives till disconnect, it cause error 25000 and disconnect fails.
